Federal Law of December 29, 2012 No. 273-FZ which entered into force with September 1, 2013 does not cancel the aforementioned provision of the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation”. In accordance with Part 15 of Art. 108 of the Federal Law "On education in the Russian Federation" persons with higher professional education, confirmed by the assignment of qualifications "certified specialist", have the right to be admitted on a competitive basis to study for master's programs, which is not considered as receiving by these persons a second or further higher education.

Thus, from which diploma is issued to a graduate of a specialist - "Certified specialist" or "specialist" - the possibility of his admission to the budgetary magistracy depends. However, there are nuances here, which will be discussed in the second part of the article.

How does a “graduate” diploma differ from a “specialist”?

Specialist diploma confirming qualification "certified specialist", have persons who entered training before 2008 inclusive. In connection with the adoption of the Federal Law of October 24, 2007 No. 232-FZ "On amendments to certain legislative acts of the Russian Federation (in terms of establishing levels of higher professional education)" in the period from 2008 to 2010 inclusively, in individual higher educational institutions, according to their decision, admission could be conducted not only for training programs for the training of a certified specialist in accordance with state educational standards of higher professional education (hereinafter - SES HPE), but also for specialist programs.

Until 2013 inclusive diploma confirming the assignment of qualifications "certified specialist", was issued according to the sample (form) approved by the decree of the State Committee of the Russian Federation for Higher Education No. 9 dated November 30, 1994 (as amended by the order of the Ministry of Education of the Russian Federation No. 3692 dated September 29, 2003 and the order of the Ministry of Education and Science of the Russian Federation dated August 31, 2009 No. 319), and from January 1, 2014 - according to the model approved by order of the Ministry of Education and Science of the Russian Federation No. 1100 dated October 1, 2013.

Persons with a diploma confirming the assignment of qualifications to them "specialist", in the graph "Qualification (degree)" will have a record "Specialist"... In contrast to the diploma confirming the assignment of qualifications "certified specialist", in the diploma confirming the receipt of higher education - a specialist in a specialty in accordance with the federal state educational standard, in the above column there is an entry "Specialist"... Moreover, in 2012 - 2013, such a diploma was issued in the form approved by order of the Ministry of Education and Science of the Russian Federation No. 163 dated March 2, 2012 (with the entry "SPECIALIST" contained in the form of the diploma), and from January 1, 2014 according to the model, also approved by the order of the Ministry of Education and Science of the Russian Federation dated October 1, 2013 No. 1100.

As for the persons who entered the training after January 1, 2011, then they can currently only study under the specialty programs and upon completion will receive a specialist diploma, confirming the receipt of higher education - a specialist in a specialty in accordance with the federal state educational standard. For these persons, after receiving higher education - a specialist, training in master's programs at the expense of budgetary allocations will be the receipt of a second or subsequent higher education in accordance with Part 8 of Art. 69 of the Federal Law "On education in the Russian Federation".

So for now "Certified specialists" who entered universities before January 1, 2011, have the right to study for free in the magistracy. And persons with a diploma "Specialist" they are deprived of such an opportunity.

Who is eligible to enter the budget

The conditions for admission to the magistracy on the budget depend on the applicant's diploma and are determined by law.

According to the law "On Higher and Postgraduate Professional Education", applicants with old-style diplomas (up to 2012), who are certified specialists, have the right to enroll in a master's program free of charge. They are equal in status to bachelors and have the right to study at budgetary places.

If an applicant for a master's degree has a new diploma (after 2012), where a “specialist” is indicated in the column corresponding to the qualification, then budget education will not be available to him. In this case, master's degree studies will be the second higher education.

Applicants with a bachelor's degree are eligible to enter the budget for a magistracy that has budget places.

Applicants who have a master's degree (who previously studied on a budget) cannot study again at budgetary places, since education will be considered as a second higher education.

Entrance tests for admission to the budget

Applicants applying for budget places enter the magistracy on a competitive basis. As a rule, entrance tests consist in passing written tests, as a result of which the applicant for training is supposed to receive a certain number of points. The result is assessed on a 100-point scale. The required number of points for admission to training on a free basis is determined by the university. IBDA RANEPA conducts entrance examinations independently. Upon admission to the magistracy, tests are conducted in Russian and English, which include several parts in different disciplines. For admission to the International Management program, applicants are required to pass a management and English test. The program "International relations and integration processes in Eurasia" provides for a single test in three disciplines: mathematics, English, international relations. Entrance tests in different subjects are held on the same day and are limited in time. To prepare for the entrance exams, the faculties of the university provide complete data on sources of information and recommended literature. In addition to the written examination, upon admission to the Master's program in International Management, an interview with the program manager is also expected.

Programs providing for the availability of budgetary places

At the moment, there are 4 master's programs at the IBDA RANEPA. Two of them provide for the availability of budget places. At the Faculty of International Business and Business Administration at "International Management" there are 10 of them. This Master's program is fully English-language. Subject to good academic performance, training involves free internships in foreign universities - partners of the IBDA.

The second master's program, which has budgetary places, is "International Relations and Integration Processes in Eurasia" at the Faculty of International Relations. The number of places on the budget here is 8. The main task of the program is to train competent specialists and professionals in their field in the field of international relations.

Admission to the magistracy on a free basis requires the preparation and submission of a certain set of documents, consisting of originals and copies. As a rule, these are:

Yes, it is, but not guaranteed, due to the significantly increased number of nonresident students in recent years. Secondary vocational education is an item of the system of continuous vocational training (optional, although the Synergy College provides its own opportunities for those who want to gain a competitive advantage over their future colleagues). That is, this is another rung of the "educational ladder" followed by a bachelor's degree.

College students, graduates of technical schools and other colleges have the right to undergo accelerated training - to enroll in 2–3 years of undergraduate studies. But they cannot "step over" the bachelor's degree.

Admission after graduation from the specialty

Specialization remains a form of exception to the rule. A popular vocational training program in the past, it is a single-level complete higher education and qualifies for further education.

To obtain a master's degree, the holder of a specialist diploma is sufficient:

• apply for admission;
• pass an examination (interview, tests);
• choose a form of study;
• get a student card, start classes.

The value of the profile of previous education

An important nuance: after the specialty, the magistrate can be considered both the next level of the first education, and the receipt of the II HPE. It depends on the choice of a specific profile, the program that he passed (graduate, specialist).

Common options are:

• the choice of an adjacent profile often "passes" as the first higher;
• mastering a new specialty - getting a second education.

For bachelors, such restrictions do not apply (which is approved by law 273-FZ). A student can master two related (fundamentally different) specifications at once according to the same training system by choosing a master's profession that is different from the profile mastered in a bachelor's degree. The choice of a related specialty, however, gives the student the right to transfer certain disciplines, accelerated training.

Is a master's degree after a bachelor's degree counts as a second degree?

The law clearly establishes the status of bachelor's and master's programs - these are two levels of one education. Therefore, even with a cardinal change of profession, the transition to the second degree will not be considered the receipt of II HPE.

To save time, a student can master several profiles at the same time in the first four years of study. Then - to enter one of the specialties of the magistrate or another direction. This will be considered a second education only if the applicant has a master's / specialist's diploma, obtained earlier.
