With the introduction of the new Federal Law "On Education in the Russian Federation" dated December 29, 2012 No. 273-FZ, the rules that establish how long the USE results are valid have also changed. So, in Art. 70 of this RLA defines the norms that universities should use when organizing the admission of applicants wishing to study under bachelor's or specialist's programs.

After reading these norms, it becomes clear how many years the USE results are valid: 4 years, starting from the next one after passing the USE. In practice, applicants must calculate how long the results of the 2019 exam are valid, as follows: their results will be valid until 2023. It turns out that a school graduate can postpone his admission to a university for several years, and he will not have to pass the final certification again.

Separately, it is worth considering how much the exam-2019 is valid for conscripts. Now the term of service in the army is 1 year. And since the USE results are valid for 4 years, then after the soldier returns from service, you can safely use them.

Interesting: the answer to the question: "How long is the USE valid?" - may have a different answer in one case. In accordance with clause 4.5 of Art. 15 of Law No. 273-FZ, conscripts within a year after dismissal have the right to use the USE results obtained 12 months before conscription. Additional conditions for the granting of such eligibility are admission to study on a budgetary basis in an accredited institution of higher or secondary specialized education.

From 2009 until the entry into force of the new rules, graduates were issued a certificate in which the results of their passing the final attestation at the end of school were recorded. So, this certificate was valid for the year when the exams were passed, and the next year until December 31, inclusive. Thus, previously, a graduate could enter a university only 2 years in a row after passing the exam (as it was established in the old Federal Law "On Education" dated 10.07.1992 No. 3266-1), and now 4.

The most problematic was to determine how long the Unified State Exam in 2012 is valid as the year in which the new rules were adopted. Since the law came into force in September 2013, after the final certification was passed, the new rules, in fact, should apply only to graduates of 2013. But in the letter of the Ministry of Education of the Russian Federation dated November 20, 2013 No. DL-344/17, when asked how long the Unified State Exam-2012 is valid, the following answer was given: until 2016. The department explains this by the fact that at the time of the adoption of the new law, certificates issued in 2012 and 2013 were in use.

To understand how long the 2019 exam is valid, you need to refer to Law No. 273-FZ. It is in it that the validity of the results of the final attestation in schools has been extended from 1.5 to 4 years. Now graduates of 2019 can take advantage of the USE until 2023 inclusive.

Most importantly, the answer to the question of how long the USE-2019 is valid will most likely not change. Even if a new law appears, it is unlikely that it will have retroactive effect.

The USE certificate after September 1, 2019 is valid for four years following the year of passing the exam. That is, the 2018 certificate expires in December 2022 and can be used for admission to universities in the period from 2018 to 2022. Consequently, certificates issued in 2018 and 2019 are valid through 2022 and 2023, respectively.

The certificate of passing the exam can be used upon successful completion of two compulsory subjects. The rest of the items will be entered into it, provided that the score is greater than the minimum for them.

In 2014, it was decided to stop issuing paper certificates to graduates, now all USE results will be stored electronically. Each participant of the Unified State Exam will receive his personal login and password to access the federal website of the Unified State Exam, where he can easily find out his results.

How to enter a university without a certificate

If drafted into the army

If a graduate was drafted into the army to serve in the year he received the USE certificate, then its validity period is extended by one year after the end of the service. For the period of study itself, several deferrals are provided for young people to be drafted.

According to part 2 of Article 70 of the Federal Law, the results of the unified state examination for admission to training in undergraduate and specialist programs are valid for four years following the year of obtaining such results.

At the same time, in accordance with clause 4.3 of Article 15 of the Law of the Russian Federation "On Education", which became invalid due to the entry into force of the Federal Law, the certificate of the results of the unified state exam expired on December 31 of the year following the year it was received.

Thus, as of September 1, 2013, the certificates of the results of the unified state exam issued after January 1, 2012 are valid (hereinafter - the USE certificates). Taking into account that the Federal Law changed the validity period of the results of the unified state exam, the validity period of these certificates on the Unified State Examination after September 1, 2013 is four years following the year of obtaining such results. Consequently, admission to organizations that carry out educational activities for undergraduate and specialist programs is allowed based on the results of a unified state exam, confirmed by certificates of the Unified State Exam issued in 2012 and 2013 and valid until the end of 2016 and 2017, respectively.

The USE results are relevant for 4 years starting from the year following the final certification. 2. All graduates who for some reason (family circumstances, illness, etc.) have postponed admission to higher educational institutions will not have to apply for retaking the Unified State Exam within the next 4 years. If the decision to continue studying was formed after this period, in order to enter the university, you will have to take exams again.
3. Graduates who have continued their studies in technical schools, colleges and other vocational schools after leaving school often decide to pursue higher education. Since it takes at least 2 years to obtain secondary vocational training, having received a diploma, you can have time to enter a university.

What to do if the certificate of the USE results is expired?

If the decision to enter a university is ripe, when the deadlines for the once passed Unified State Exam are no longer valid, you will have to pass the final certification again. To do this, you need to find out where the nearest point is located, in which the application will be accepted.
