MILITARY-DIPLOMATIC ACADEMY OF GRU: SELECTION AND TRAINING OF OFFICERS-INTELLIGENCE

The training of intelligence officers is carried out by the Military Diplomatic Academy (formerly the Academy of the Soviet Army), and is popularly called the "Conservatory". The Academy is located near the Oktyabrskoe Pole metro station. The academy has several faculties where intelligence officers are trained both for work abroad and for service in the intelligence agencies of the country's army.

In fig. 2.19 shows the organizational structure of the academy with its faculties and specialized departments.

The recruitment of new officers to the academy according to a long-approved scheme (procedure) is carried out, as a rule, at the end of each year. The leadership of the academy sends its representatives to the troops and fleets to recruit students. Preference is given to combat-ready military units and formations of the Navy and Air Force. Arriving in a division, brigade or army, the teachers of the GRU academy first of all get to know in detail the personal files of officers under the age of 35 and with a military rank of at least a captain. Those officers whose personal affairs satisfy the teachers of the GRU Academy are summoned to Moscow for an interview after the beginning of the new year. Some of them are invited to take entrance exams, which are held from January to May, and in September those who have passed the entrance exams begin their studies at the academy.

The Military Diplomatic Academy occupies a worthy place in the training of intelligence officers for many types of activities, both domestically and abroad. The Academy has a highly qualified teaching staff with extensive experience in military intelligence, including abroad - in illegal work.

Practice shows that in the process of training, which lasts three years, many of the students are screened out for professional unsuitability for intelligence activities. Particular attention is paid to the study of foreign languages ​​of those countries to which this officer is to leave.

In fig. 2.20 shows the technology (algorithm) of selection, assessment and "recruiting" of officers from military units for training at the academy.

I would like to dwell on some details of the selection and assessment of future students at the GRU Academy. A representative of the GRU is instructed to select no more than 10 officers, but he has to check about 100 people to find this top ten. A number of future students are recruited from among graduates of military academies. This selection justifies the efforts of the GRU representatives, and indeed 90% of them are enrolled in the Military Diplomatic Academy.

One of the stages of verification is that a representative of the GRU academy comes to the candidate's apartment and has, as a rule, a normal conversation with him. At the same time, it attaches great importance to the assessment of the candidate's wife. Sometimes it happens that a wife is not suitable for some reason, such as intelligence or excessive emotionality. And this means that no matter how good the officer himself is, he will not be a scout. It must be emphasized that the representatives of the GRU are so experienced that at first glance at the home environment they understand whether they came in vain or it makes sense to continue the conversation.

The main criteria by which the representatives of the selection group are guided are shown in Fig. 2.21.

Upon arrival in Moscow, the candidates selected by the GRU representatives are tested using a variety of test tests before passing the exams. Some of these tests, and there are a fairly large number of them, are shown in Fig. 2.22. Among them there are tests for memory, for the ability to learn foreign languages, for attention, for "noise immunity". Typically, candidates go through hundreds of tests, from 9 am to 5 pm for a full week.

During testing, the teacher may, for example, say a phrase in an unfamiliar language and ask her to repeat it. Or, for example, he shows dozens of photo portraits in a row at a fairly fast pace and presents them by their last names: Ivanov, Petrov, Sidorov, Vasiliev ... Then the photos are mixed and quickly shown again, and the officer must put numbers next to the names written in advance, which number has now become Petrov, Sidorov ... Or they say a series of words from a line and ask to repeat it without changing the word order.

Practice shows that, as a rule, there is no 100% number of officers who have passed the test. That is, some of the selected candidates do not pass the test. Of course, there are times when some officers pass all tests with positive success.

Therefore, officers who have partially failed the tests are taken to the academy. It should be noted that officers who have passed all the tests with great success are usually not admitted to the academy. In intelligence, the principle operates: a scout should not stand out for his excessive abilities among others.

As I already wrote, after passing the tests, future students are required to pass competitive exams. Most often, exams show the ability to learn foreign languages.

At the last stage, future listeners are interviewed, which takes place in a festive atmosphere, as a rule, in a large hall. Specialists of the academy, including psychologists, are invited for an interview, and various questions of interest to them are asked. Among them, for example, why did you decide to go on reconnaissance? Or what do you drink from alcoholic beverages and how much? Do you love women and how do you treat them?

There is also one well-established feature. In the selection process, applicants see only their own group, with which they will have to study. And all those who take the tests are separated into separate rooms in different corridors.

The academy does not take people who come themselves, but sometimes there are “thieves”. These are, as a rule, officers who have high-ranking chiefs of the GRU, General Staff, Ministry of Defense, etc. How not to please in this case, especially when there is an opportunity to work in diplomatic missions abroad.

After passing the above procedures, officers become first-year students of one of the faculties of the Military-Diplomatic Academy of the GRU. Students are involved in the educational process, while the most serious attention is paid to the study of foreign languages. Earlier I wrote about how and how linguists teach foreign languages. I gave my personal example of studying Arabic with Captain N. Mayburov and Hebrew with A. Rubinstein.

Unfortunately, some listeners are practically not given such languages ​​as Arabic, Persian, Chinese, Vietnamese, then after the first semester they have to be expelled and sent to the troops at the place of their previous or other other service. They also study other subjects, including regional studies, special equipment, driving a car, and so on.

The teaching staff at the academy is making significant efforts to train intelligence officers in the best possible way.

In fig. 2.23 indicates those basic academic disciplines that should be mastered by future military intelligence officers who go on long missions to foreign countries.

Special attention is paid to the methods and ways of training everyone. So, in order to memorize 50 words, you need to compose a story with these words, in which the listener himself actively acts. They teach the art of communicating with potential agents and the art of leaving when the "tail" follows you, that is, the counterintelligence representative of the host country. Considerable attention is paid to the study of the processes of intelligence work. This is a closed topic, and it is not customary to disclose the technology of teaching students to undercover work. This is a kind of military intelligence know-how of any country in the world. Still, certain points should be stated. So, for example, even in the first year, all of Moscow is divided into sectors and each student is allocated their own sector. In the dedicated sector, the listener must prepare routes with attendances, places of verification. Routes, as a rule, are worked out to the point of automaticity in order to timely "detect outdoor surveillance", which tracks down the "agent" - the student of the academy. The agent is led by several people who have radio communication with each other. It is important to remember that if the "agent" slows down slightly and some citizens fly out from around the corner a couple of times, then it is better to leave this route. Or, for example, the “agent-listener” jumped out of the subway car at the last moment before the doors were closed and suddenly discovered that somewhere else another car door slammed belatedly, again it’s not worth the risk. But if "you left", then in any country "outdoor" will definitely set you up, for example, provoke a fight, something else. And you will automatically be included in the Who's Who directory and become persona non grata, that is, you will be able to leave the country within 24-72 hours.

I remember an incident that happened to one of my scout friends. It was in the 60s and 70s in Austria. Our Soviet intelligence officer worked there under diplomatic cover. One day he drank a little and, in order not to get into any unusual story, decided to catch a taxi and go to his place of residence. Apparently, they were already following him. He stopped a taxi and got into the car. The driver started to move with great speed, and only then our scout noticed that next to him in the back seat was a young beautiful woman. The scout did not know what to decide: either to drive in silence, or to stop the car and get out. Before he had time to comprehend what was happening, this young woman tried to sit on his lap and unbutton her blouse, and under the blouse the bra was removed in advance. Suddenly the driver adjusts the front mirror and sees this couple in all their splendor. Then he immediately drives them to the nearest police station. As soon as the car stopped, the police opened the door and took pictures of the whole picture.

Experience shows that it is quite difficult for a scout to get away from outdoor surveillance. Especially in recent years, when you can attach a tiny sensor to the car and "outdoor" is no longer needed. While studying at the academy, KGB (FSB) officers perform outdoor activities. Sometimes, for training purposes, a command is specifically given to take the "listener" when laying a cache or when moving along the route to a meeting with "agents". The committee members take such training very seriously and they record everything on video, and then pass it on to the leadership of the academy.

Choosing a hiding place is a very serious matter. It is important that there are successful approaches to it, and the information should be instantly pawned and withdrawn.

From the experience of my intelligence colleagues, I will give you one example. My colleague, with whom I studied at the Military Institute of Foreign Languages, was sent to one of the Arab countries for illegal work. Having received a well-developed "legend", at the age of 24, this young lieutenant, upon his arrival in the country, bought a tent for repairing women's shoes at the market. This tent was the place of the agents' appearance and his hiding place. A woman or a girl came and asked to fix the heel of her shoes. The lieutenant took her shoes, unscrewed the heel and withdrew the report and put another assignment in the same place. And so it went on for several decades. He went abroad as a lieutenant, and returned to his homeland as a colonel. By the way, the system of training illegal officers is carried out according to a different scheme and in other premises available on the books of the GRU. In fig. 2.24 shows a rough diagram of the training of intelligence officers for work in illegal conditions.

The educational institutions in which the future GRU officers were trained are shown in Fig. 2.25.

The final point in the training of intelligence officers is "penetration" into a secure facility in Moscow, in this case, into one of the "mailboxes", moreover, legally. And he must come up with a reason for penetration. It is known that secure enterprises have always been strictly guarded and it is almost impossible to get there without a permit. And how to do this, the future intelligence officer must decide for himself, turn around, look for acquaintances. In addition, he must "recruit" his agent who is able to give him the necessary information about the operation of the enterprise, the structure of the object, the decisions made on it, etc.

But with all this, one restriction is strictly operating - the listener has no right to recruit women. It should also be noted that the “recruited agents” do not bear any responsibility, since the GRU does not disclose this information at all. This completes the training at the Military-Diplomatic Academy of the GRU, and the graduate is sent to the place of service by the decision of a special commission.

In real practice, intelligence officers abroad have to enter into various contacts, the main ones are shown in Fig. 2.26. In all these situations, the scouts must be careful not to jeopardize the tasks assigned to them by the GRU.

Undoubtedly, the most difficult work goes to the illegal officers who must live in a foreign country and carry out the intelligence missions assigned to them.

Their response to the Chekists, as the Investigation Management Center (IRC) found out, was the exposure of the Humpty Dumpty hacker group and its curator, FSB Colonel Sergei Mikhailov.

A massive drain of undercover military intelligence officers (in the slang for grushniki - "jackets") took place on July 15, 2014 on the Russian site "Military Materials" (Warfiles.ru), where a material by a certain Vladimir Kolpakov, "The War in Putin's Spy Triad", appeared. The article was quickly deleted. It told that a fierce undercover war for financial flows was going on between the Russian special services, and that Vladimir Putin, from the very beginning of his arrival in the Kremlin, was consistently destroying the best cadres of the GRU. Quote: “Despite the fact that a few years ago the GRU dissolved in a very significant part of the FSB, the Lubyanka believes that this is not enough. The FSB is haunted by the foreign assets of the GRU, which to this day represent clandestine business empires. "

As you know, since Soviet times, the GRU and the First Main Directorate of the KGB of the USSR (PGU, since 1992 renamed the Foreign Intelligence Service) have been engaged in military-technical and political espionage, as well as sabotage activities in foreign countries. Employees of the GRU and PGU were listed in the Soviet embassies and foreign trade enterprises as advisers, representatives, drivers and technical specialists. After the collapse of the USSR, many ministries and departments were abolished, from which there were large state corporations and companies such as Rosoboronexport, Gazprom, Aeroflot, where the jackets were assigned.

Kolpakov's note from "Military Materials" together with a list of grushnikov managed to reprint dozens of Russian and foreign sites, discussion began on specialized forums. For example, one of the popular Ukrainian sites found out that Konstantin G., who appears on the list, previously worked on the church line in Kiev, and now is listed as an adviser at the Moldovan embassy, ​​and Vladimir K. was a representative of Aeroflot in the Netherlands, and then he was transferred to Washington.

As a source of the LRC in the Ministry of Defense said, “there has never been such a setup in the history of the GRU” - “all the men were in shock.”

According to the SPARK database, the owner of the Military Materials website, on which Kolpakov posted a list of GRU employees, is VO-Media LLC registered in Izhevsk, its co-founders are former policeman Andrei Ermilov, businessman Pavel Solomatin and studio photographer Vadim Smirnov.

In addition to Military Materials, VO-Media owns information resources Voennoe Obozrenie, Political Review and the domains yarusskii.ru, rospolitics.ru, politobozrenie.ru and politmos.ru. The co-founders call themselves patriots and anti-liberals, publish relevant materials about the threats to Russia from the US and NATO and about the events in Ukraine.

The LRC phoned the photographer Smirnov:

- We have hundreds of authors and I don't remember that. Most likely, the article is not ours and was posted in the "Opinions" section - anything can get there. We had some sort of showdown with the FSB, but since we are not their enemies, we simply deleted it.

The Department of Military Counterintelligence (DCKR) of the FSB and the Center for Information Security (CIB) of the FSB joined the search for the author of the high-profile leak. The infamous curator of the Russian Internet, Colonel Sergei Mikhailov, who was arrested at the beginning of 2017 for treason in the "Humpty Dumpty case" was involved in operational activities through the Central Information Security Service of the FSB.

So, with reference to the criminal art. 283 of the Criminal Code of the Russian Federation (disclosure of state secrets) Colonel Mikhailov sent out threatening letters to domain registrars in the RU and RF zones demanding to suspend the delegation of domain names to various sites - until they delete Kolpakov's reprinted article. For example, at the request of the Central Information Security Service of the FSB, the registrar of the sites LLC "Ragtime" (Webnames) in September 2015 for three days blocked the information resource "Open City" (Opentown.org), which reprinted Kolpakov's article. At the same time, the FSB did not write directly to the owner of the site, Alexei Kovalenko, from the FSB, and he learned about the requirement to delete the article from a copy of the letter from the Lubyanka to the registrar after the blocking. After deleting the article, he told about the incident, and posted a copy of the letter.

Swearing at the clumsy work of the FSB, the grushniki followed the trail of the author of the leak, several companies specializing in IT technologies, in fact, secret offices of the GRU, or design bureaus on state orders from the Ministry of Defense, were involved in the search.

There are more than a dozen of such offices in the capital region. For example, located in the Solnechnogorsk District of the Moscow Region, an autonomous non-profit organization "Professional Association of Informatics Systems Designers" ("ON KSI"), caught in 2016 for hacker attacks on the servers of the US Democratic Party under US sanctions. In an inconspicuous two-story mansion, work is in full swing around the clock, and on the official website of "PO KSI" you can find out that "the organization employs 100 employees and the team is represented by graduates of the Moscow State Institute of Electronic Technology - highly qualified specialists in the field of circuitry, programming and design of microelectronic systems with many years of experience work ". In 2015, the revenue of the autonomous non-profit organization amounted to 1.5 billion rubles, and in 2016, "PO KSI" won government contracts for 658 million rubles, including 531 million rubles from PJSC "Tupolev" for the development of an optoelectronic surveillance system for equipping aircraft observation of Tu-214ON.

During the investigation, it turned out that the writer Kolpakov does not exist in nature, and the article came from an email address registered in Moldova. Moreover, according to our source, the Moldovan "FSB officers" refused to cooperate with the GRU.

As for the names of some "jackets", they may have been taken from the annual reports of state-owned companies, which, according to the law, are subject to mandatory publication.

The setting data of other grushnikov could fall into the wrong hands, for example, at the place of registration from housing and communal services management companies or precinct election commissions. There are examples of this: in March of this year in Shchukino, police woke up a drug-addicted male perfumery seller who was “hanging” at a bus stop. During the search, he was found to have lists and cell phone numbers of residents of the Ministry of Defense's departmental houses on Narodniy Opolcheniya Street, in which GRU officers and teachers of the Military Academy of the Ministry of Defense of the Russian Federation (formerly called the Military Diplomatic Academy) live. Having come to his senses, the perfume seller said that during the election campaigns he allegedly worked as an agitator for United Russia and the papers with the voters' addresses were simply lying around in his bag.

As it turned out, until 2014, military intelligence officers voted at polling station No. 3789, located on the territory of the Military Academy. But due to numerous falsifications and complaints from candidates, it was abolished, and now military intelligence goes to vote in one of the schools in Shchukino.

Previously, the houses of Moscow grushniki were serviced by the infamous Slavyanka management company, which is part of Oboronservice, which was later declared bankrupt (in 2016, the general director of the company, Alexander Yelkin, was sentenced to 11 years of strict regime. - SDGs). Now the company is engaged in the LLC "Splav T" registered in St. Petersburg, on the phone of which we were told that they did not give information about the tenants to just anyone and advised us to contact United Russia.

The party cell of United Russia in Shchukino is headed by the founder of the "Team Starship Troopers" project Zlata Chepurnaya. In her correspondence, she said that she knew nothing about the arrest of her party member or agitator.

The LRC found out another interesting detail: a year before the "jackets" were leaked on the "Military Materials" website, a whole series of burglaries and personal belongings from the cars of senior GRU officers took place in the capital. Thus, in June and December 2013, the portfolios were stolen from Colonels L. and B. At the police, they reported that they had “forgotten them in the car”. Among the stolen items, the unfortunate scouts indicated a naval officer's dagger, a Montblanc fountain pen and official documents. The police never found the intruders.

"The very fact of such a death, even for a professional intelligence officer, is not something exceptional."

GRU cadres graduate from the Military Academy of the Ministry of Defense of the Russian Federation (formerly the Military Diplomatic Academy) in Moscow on Narodnogo militia Street (military unit 22177, in the language of Grushnikov - "conservatory"). At the academy, the "musicians" receive a second military education, preliminary candidates for three years undergo a comprehensive check for reliability and moral qualities. At the "conservatory" there is a faculty of foreign languages, postgraduate studies and higher academic courses, but three faculties are considered the main ones. 1st faculty(strategic intelligence) trains residents under the roof of embassies. As a rule, they are listed as advisers, secretaries of ambassadors, or trade representatives of Russian and foreign organizations. Their tasks include communication with "illegal immigrants", collecting information and recruiting agents. So, in 2014, the GRU colonel, 30-year-old Viktor Ilyushin, was expelled from France. According to the French weekly Le Nouvel Observateur, the colonel was recruiting officials from the inner circle of former French President François Hollande.

Graduates 2nd faculty(agent-operational intelligence) after graduation they work as military attachés abroad. For example, in December 2016, a GRU employee Eduard Shishmakov, who graduated from the 2nd faculty of the "conservatory", was put on the international wanted list for an attempted coup in Montenegro (he used documents addressed to Shirokov). Before Montenegro, Shishmakov served as a naval attaché at the Russian embassy in Warsaw and was expelled from the country in 2014 for recruiting a Polish serviceman, the Montenegrin prosecutor's office said.

Graduated 3rd faculty(operational-tactical intelligence), are assigned to the headquarters of military districts or command individual units abroad. Perhaps the most famous graduate of this faculty was the deputy chief of the GRU, Major General Yuri Ivanov, whose body was found off the coast of Turkey in August 2010.
