What subjects do I need to take?

Can I refuse to participate in the exam?

How long does it take to issue a certificate?

The terms of issuance of certificates of secondary (complete) general education are not determined by the current regulatory acts of the federal level. They are established by the educational authorities of the constituent entities of the Russian Federation. As a rule, school graduates are issued certificates at their graduation parties.

Do the USE results affect the medal?

If a person who wants to take the Unified State Exam did not submit an application before March 1, can he do it later?

When can a young man who returned from the army after March 1 apply for participation in the Unified State Exam?

The correct filling of the forms is very important not only for the correct reading of the answers to the tasks, but also for the identification of the work itself. Substitution of answers is allowed:

Each character is written in a separate box. It is allowed to write characters not by cells, if the letters in the answer turn out to be more than the cells in the field. But even in this case, the answer should not go beyond the boundaries of the answer field for this task.

If you need to write an answer consisting of two or more words, then each word should be written separately, as required by the spelling rules. If the instructions for performing the work indicate another form of writing the answer to this task, then you must follow it.

If the answer to the task is a word that is missing in the text, then this word is written in the form (case, gender, number) in which it should appear in the text.

The numeric answer must be written as an integer or a final decimal fraction. Decimal rounding is performed only if there is a corresponding instruction in the instructions for completing the task.

It is prohibited:

  • Write down abbreviated words in the answer.
  • When writing the answer, place the characters one below the other in one cell.
  • Write the answer in the form of a mathematical expression or formula.
  • Write down the names of units of measurement (degrees, percentages, meters, tons, etc.) in the answer.
  • Make any entries and notes in the response field that are not a response to the task.

What if there is not enough space to record the answers in Part C?

If there is not enough space for answers on the front side of the answer form No. 2, the USE participant can continue to write on the back of the form by making the entry “look on the back” at the bottom of the front side. For convenience, all pages of answer sheet No. 2 are numbered.

If there is not enough space for answers on the main answer sheet No. 2, the USE participant can continue to write on the additional answer sheet No. 2, issued by the organizer in the audience at the request of the participant.

It should be borne in mind that if supplementary answer form # 2 is completed and main answer form # 2 is not completed, answers entered in supplementary answer form # 2 will not be scored.

Where exactly on Form No. 2 should the "look on the back" entry be made - under the frame or inside the frame?

Are drafts reviewed?

Drafts are not processed or reviewed. In order for the USE participants to keep track of the time and transfer the answers from the draft to the forms on time, in 30 minutes. Before the end of the exam, the organizers in the classroom must make a reminder accordingly.

If there are not enough answer sheets for Part C on the exam, are drafts considered?

Please be aware that drafts are not processed or reviewed. Additional forms for answering the tasks of Part C are supplied to the region in sufficient quantities, and the regional education department is obliged to provide them with all points for the Unified State Exam. The organizers are obliged to issue the forms upon request. If the participant is not given additional forms upon request, then this is considered a gross violation of the exam procedure. The USE participant can immediately declare at the exam point by filing an appeal about the violation of the USE procedure.

If a participant messes up the form, can it be replaced?

If, in your opinion, the form is damaged, you need to invite the organizer to assess whether the form is really damaged or it is enough to make corrections in it. Misprints or misprints (in the registration form or in the answer form No. 1 or No. 2) are not grounds for replacement. It should be borne in mind that you cannot change the form separately from the individual kit. Only the complete set is changed, while the exam tasks will also be replaced completely.

We draw particular attention to the fact that the replacement of forms can be carried out only before the start of the exam, i.e. until the start of assignments. If the form was damaged during the exam, then the entire set must be handed over to the organizer in the classroom and leave the PPE. Then you need to sign up for this exam on a reserve day.

Can any notes be made in CMMs?

For work records, USE participants are given drafts. It is possible to make markings in CMMs, but it is not recommended. On appeal, drafts and notes in the CM are not considered.

Will an additional form be taken into account, on which the answer is written, but the participant did not have time to fill in the registration fields?

According to the instructions, the registration fields must be filled in, but the sheet should not be lost. As a last resort, you can appeal if you think that the answer, which is set out on the additional form, was not taken into account.

If a participant forgot to write “see on the back ”, will the reverse side of the form be checked?

Both sides will be processed and checked, since both sides of the response form are scanned for experts. However, if you doubt the correctness of the processing, you have the right to file a disagreement appeal, at which you can see if your answer on the back has been taken into account.

If the form is not completed correctly, will the work be checked?

Even if the form is drawn up with violations, it must be checked under the supervision of the chairman of the subject committee.

When can a participant be replaced with an examination kit?

A new set of examination materials is issued only if the USE participant detects a marriage or incompleteness of examination materials.

If the number of submitted forms is incorrectly marked on the pass, will this affect the exam results?

The number of submitted forms is recorded not only in the pass, but also in the protocol. Erroneous data in the pass should not affect the results of the exam.

What is scaling?

Scaling is the procedure for converting primary points into test points, the process of forming the rules for calculating test points based on test results based on statistical data.

What are primary and test scores?

Primary score is the sum of marks for completed assignments. In this case, a correctly completed task of part A or B is estimated at 1 point, part C - up to 4 points.

Test score- this is a point on a 100-point scale, obtained using special statistical processing of the completed forms at the stage of final processing of the results. Correspondence of primary and test scores.

How are grades awarded?

Primary scores vary from subject to subject. Each correctly completed USE task is estimated at 1 or more points. The sum of these points is the primary score of the examination paper. Further, a correspondence is established between the primary and test scores (in this case, the maximum test score is always 100). The scale for transferring primary points to test points depends on the complexity of the tasks and the statistical analysis of the USE results for all exam participants and is calculated using a special computer program. This scale is not linear.

Is the test score a percentage of correct decisions?

The test score of the USE does not reflect the percentage of correctly solved items in the examination work. The transfer of primary points to a hundred-point grading system is carried out according to a specific methodology, which can be found in the "Scaling" section. This technique was developed on the basis of the "Partial Credit" model adopted in the international community of testologists, which was tested in various national and international testing practices.

Why did I complete 63% of the tasks and only get 60 test points?

The percentage of correctly completed tasks is the number of correctly (partially correct) completed tasks in relation to the maximum possible score for the test. The final (test) score is a score given taking into account the difficulty of completing each task and is determined by a specialized procedure - scaling.

How is the final score for a completed examination paper determined?

Which parts of the CMM can you appeal to?

Who is the appeal to?

An appeal about a violation of the USE procedure is submitted to an authorized representative of the SEC on the day of the exam at the USE office; an appeal on disagreement with the points set - to the conflict commission or to your school (which promptly transmits the appeal to the conflict commission) within 2 working days from the date of the announcement of the results.

I. General Provisions

1. This Procedure for conducting the unified state exam (hereinafter referred to as the Procedure) determines the rules for organizing and conducting the unified state exam on the territory of the Russian Federation and abroad, including participants in the unified state exam, their rights and obligations, the procedure for checking examination papers, filing and consideration of appeals.

The system for assessing the results of the unified state exam is established by the Regulations on the Forms and Procedure for Conducting State (Final) Certification of Students Who Have Mastered the Basic General Education Programs of Secondary (Complete) General Education 1.

2. The unified state exam (hereinafter - the USE) is a form of objective assessment of the quality of training of persons who have mastered educational programs of secondary (complete) general education, using control measuring materials, which are complexes of standardized tasks, the implementation of which allows you to establish the level of mastering the federal state educational standard 2 (hereinafter - KIM) 3.

3. The exam is held in the following general subjects: mathematics, Russian language, literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, French, German, Spanish), computer science and information and communication technologies (ICT).

4. Persons involved in the USE, and during the period of the USE also the persons who passed the USE, are responsible in accordance with the legislation of the Russian Federation for disclosing the information contained in the KIM 3.

II. Unified State Exam Participants

5. Participants of the Unified State Exam are:

students who have mastered the basic general education programs of secondary (complete) general education and admitted in the prescribed manner to the state (final) certification (hereinafter - graduates of the current year);

students of educational institutions of primary vocational and secondary vocational education who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic vocational educational programs;

graduates of educational institutions of previous years who have a document on secondary (complete) general, primary vocational or secondary vocational education, including persons who have not expired the previously obtained certificate of the USE results (hereinafter - graduates of previous years);

citizens with secondary (complete) general education received in educational institutions of foreign states 4.

6. Graduates of special educational institutions of a closed type for children and adolescents with deviant (socially dangerous) behavior and educational institutions of the penal system, as well as graduates with disabilities, have the right to take the Unified State Exam on a voluntary basis.

7. Students of educational institutions of primary vocational and secondary vocational education who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic vocational educational programs, take the Unified State Exam on a voluntary basis. The deadline for passing the Unified State Exam is chosen by such students upon completion of mastering the basic general education programs of secondary (complete) general education or upon completion of their mastering of the basic educational program of vocational education of the corresponding level.

8. To participate in the Unified State Exam, the persons specified in paragraph 5 of this Procedure, no later than March 1, submit to the places of registration for passing the Unified State Exam, determined in accordance with this Procedure, an application indicating the list of general education subjects for which they plan to take the Unified State Exam in the current year.

Individuals who applied for the USE before March 1, take the USE during the state (final) certification of graduates of the current year.

9. Graduates of previous years, graduates of educational institutions of primary vocational and secondary vocational education, as well as citizens with secondary (complete) general education received in educational institutions of foreign countries, who did not have the opportunity to participate in the Unified State Exam during the period of state (final) certification, has the right to apply for participation in the exam before July 5.

These persons take the Unified State Exam at an additional time.

10. After the expiration of the terms established by clause 8 of this Procedure, changes in the general education exams specified in the application are possible only if the USE participant has valid reasons (illness or other documented circumstances).

In this case, the USE participant submits an application to the state examination commission of the constituent entity of the Russian Federation (federal examination commission) indicating the changed list of general education subjects for which he plans to take the USE, and the reasons for changing the previously announced list. The specified application is submitted no later than one month before the start of the relevant exams.

11. The results of the USE of graduates of the current year are recognized in the prescribed manner by general educational institutions in which they were admitted in accordance with the established procedure to state (final) attestation, as the results of state (final) attestation, and by educational institutions of secondary vocational and higher professional education - as the results of introductory tests in relevant general education subjects.

The results of other USE participants are recognized by educational institutions of secondary vocational and higher vocational education as the results of entrance examinations in the relevant general education subjects.

III. Organization of the Unified State Exam

12. The Unified State Exam is organized and conducted by the Federal Service for Supervision in Education and Science (hereinafter - Rosobrnadzor) on the territory of the Russian Federation together with the executive authorities of the constituent entities of the Russian Federation, outside the territory of the Russian Federation - together with the founders of Russian educational institutions located outside the territory Of the Russian Federation, having state accreditation and implementing basic educational programs of secondary (complete) general education (hereinafter - founders) 3.

13. In order to organize and prepare for the USE on the territory of the Russian Federation and abroad, Rosobrnadzor performs the following functions:

organizes the development of CMM;

organizes the provision of the state examination commissions of the constituent entities of the Russian Federation with examination materials, including KIM, as well as the USE forms (registration forms and answer forms for the USE participants) (hereinafter together - the USE forms);

provides scientific and methodological support for the exam;

organizes the implementation of a centralized check of exam papers of USE participants;

organizes the formation and maintenance of the federal information system for ensuring the USE and the admission of citizens to educational institutions of secondary vocational education and educational institutions of higher vocational education (hereinafter referred to as the federal information system) in the manner established by the Government of the Russian Federation 5.

14. Organizational and technological support for the organization and conduct of the Unified State Exam at the federal level, as well as outside the territory of the Russian Federation, is carried out by an organization defined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

The powers of the state authorities of the constituent entity of the Russian Federation in the field of education include the provision and conduct of state (final) certification of students who have mastered educational programs of basic general education or secondary (complete) general education, including in the form of the Unified State Exam (including training of persons involved to holding the USE, organizing the formation and maintenance of regional information systems, ensuring the storage, use and destruction of examination materials and certificates of USE results, processing and checking the exam papers of USE participants, as well as ensuring that USE participants are familiarized with their results and accreditation of public observers) 6.

In order to ensure that the Unified State Exam is held on the territory of a constituent entity of the Russian Federation, measures are taken to:

organizing and supporting the activities of commissions created in the constituent entity of the Russian Federation, as well as training specialists involved in the USE;

determining the places of registration for passing the Unified State Exam, the locations of the points for holding the Unified State Exam (hereinafter referred to as the USE) and the distribution of USE participants between them, the composition of the leaders and organizers of the USE, the list of hard-to-reach and remote areas of the constituent entities of the Russian Federation, the compositions of state examination, subject and conflict commissions, provisions on state examination, subject and conflict commissions of the constituent entities of the Russian Federation;

organizing informing participants of the Unified State Exam and their parents (legal representatives) on the organization and holding of the Unified State Exam - through educational institutions and local government bodies in charge of education (hereinafter - local government bodies), as well as through interaction with the media, organization of work hotline phones and maintaining a section on the official website of the executive authority of the constituent entity of the Russian Federation (or a separate website) dedicated to the issues of holding the Unified State Exam on the territory of the constituent entity of the Russian Federation;

ensuring the formation and maintenance of regional information systems to ensure the USE (hereinafter referred to as regional information systems) and the entry of information into the federal information system in the manner established by the Government of the Russian Federation 5;

ensuring compliance with the information security regime during the delivery, storage and use of examination materials, including the appointment of persons responsible for receiving, delivery, storage, recording and issuance of examination materials, determining the storage locations of examination materials and the scheme of their delivery to the PPE;

organizing the accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of the Russian Federation (hereinafter - the Ministry of Education and Science of Russia) 7;

ensuring the USE in the PPE in accordance with the requirements of this Procedure;

ensuring compliance with the terms and procedure for processing the exam papers of USE participants and checking the answers of USE participants to the tasks of the exam paper with a detailed answer established by this Procedure;

ensuring compliance with the terms and procedure established by this Procedure for familiarizing USE participants with the USE results obtained by them, exercising control over familiarizing USE participants with USE results in a timely manner, ensuring that USE participants are informed about decisions of the state examination commission and the conflict commission of a constituent entity of the Russian Federation on changes and ( or) cancellation of the USE results;

organization of registration and issuance of certificates on the results of the Unified State Exam to the participants of the Unified State Examination in the manner established by the Ministry of Education and Science of Russia 8.

16. In order to inform citizens about the procedure for holding the Unified State Exam in the constituent entities of the Russian Federation, as well as in Russian educational institutions located outside the territory of the Russian Federation that have state accreditation and implement basic educational programs of secondary (complete) general education (hereinafter referred to as foreign educational institutions) , in the media in which the official publication of regulatory legal acts of state authorities of the constituent entities of the Russian Federation, founders is carried out, the following information is published on the official websites of the executive authorities of the constituent entities of the Russian Federation, founders or individual sites devoted to the issues of holding the Unified State Exam:

on the timing of the exam - until

on the locations of the TET, on the timing, places and procedure for informing about the results of the USE and the issuance of certificates on the results of the USE - no later than two weeks before the start of the exams.

17. For the organization and conduct of the exam, examination, subject and conflict commissions are created annually. In order to ensure the independence and objectivity of the USE, when forming these commissions, it should be possible for representatives of educational institutions, educational institutions of vocational education, as well as public associations and organizations to participate in their work.

18. To organize and conduct the Unified State Exam outside the territory of the Russian Federation, Rosobrnadzor creates federal examination, subject and conflict commissions.

Federal subject commissions are created in order to check the examination papers of graduates who passed the exam outside the territory of the Russian Federation.

The Federal Conflict Commission is created in order to consider the appeals of the USE participants who take the USE outside the territory of the Russian Federation.

19. Federal subject commissions recheck individual exam papers of USE participants who have passed exams on the territory of the Russian Federation or abroad, on behalf of Rosobrnadzor.

20. Within the framework of organizing and conducting the Unified State Exam in a constituent entity of the Russian Federation, GEC:

1) organizes and coordinates the work on the preparation and conduct of the exam, including:

coordinates the proposals of the executive authority of the constituent entity of the Russian Federation on the personal composition of the heads and organizers of the PPE, members of the subject commissions, the places of registration for passing the Unified State Exam, the locations of the PPE;

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for holding the Unified State Exam on the territory of a constituent entity of the Russian Federation, including:

sends its authorized representatives to the PPE and the regional information processing center to monitor the progress of the Unified State Exam and the observance of the information security regime during the Unified State Exam;

interacts with public observers on compliance with the established procedure for the USE;

3) considers at its meeting the results of the USE in the constituent entity of the Russian Federation and, in the cases established by this Procedure, makes decisions on the approval or cancellation of the USE results of the USE participants.

The decisions of the GEC are documented in protocols.

21. Persons who have undergone appropriate training are involved in the composition of subject commissions for each general education subject.

Subject commissions recheck individual exam papers of USE participants who passed exams on the territory of a constituent entity of the Russian Federation, on behalf of the executive authority of the constituent entity of the Russian Federation.

22. Consideration of the appeals of the USE participants is carried out by a conflict commission, which cannot include members of the GEC and subject commissions.

23. The Conflict Commission performs the following functions:

accepts and considers appeals from USE participants on violations of the established procedure for holding the USE, as well as on disagreement with the points awarded;

makes, based on the results of the consideration of the appeal, a decision on the satisfaction or rejection of the appeal of the USE participant;

informs the USE participant who filed the appeal and (or) his parents (legal representatives), as well as the SEC about the decision.

The decisions of the conflict commission are drawn up in protocols.

24. Organizational and technological support for the USE in a constituent entity of the Russian Federation is carried out by an organization determined in accordance with the legislation of the Russian Federation to carry out the functions of a regional information processing center (hereinafter - RCOI).

25. During the period of organizing and holding the Unified State Examination, the RTSOI carries out:

ensuring the operation of the regional information system and interaction with the federal information system in the manner established by the Government of the Russian Federation 5;

technological and informational interaction with the PPE, including the implementation, by decision of the executive authority of the constituent entity of the Russian Federation, of the automated distribution of USE participants and organizers among the audiences of the PPE;

processing of exam papers of USE participants;

technological and informational interaction with the authorized organization;

information support for the work of the State Electoral Commission, subject commissions, the conflict commission of the constituent entity of the Russian Federation, the executive body of the constituent entity of the Russian Federation, educational institutions, local government bodies in terms of organizing and conducting the Unified State Exam.

26. In order to facilitate the organization and conduct of the Unified State Exam, educational institutions that implement basic general education programs of secondary (complete) general education, basic educational programs for vocational education, as well as local governments:

send their employees to the SEC, subject commissions, conflict commissions, as well as to the leaders and organizers of the PPE;

inform USE participants about the place and procedure for registering for the USE, the place and timing of the USE, as well as filing and considering appeals, informing about USE results, issuing certificates of USE results (information is posted on the information stand and, if available, on the website of the educational institution ( local government);

interact with the RSCI, the State Energy Commission, the executive authorities of the constituent entities of the Russian Federation;

enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation 5.

IV. Terms and duration of the exam

27. A single exam schedule is provided for the USE on the territory of the Russian Federation and abroad.

For each general education subject, the duration of the exam is set.

The duration of the exam in general subjects does not include the time allotted for preparatory activities (instructing the USE participants, opening special delivery packages with examination materials, filling in the registration fields of the USE forms, setting up audio recordings when conducting the USE in foreign languages). For USE participants with disabilities, the exam duration is increased by 1.5 hours.

28. By the decision of the State Electoral Commission (FEC), the following members of the Unified State Exam are again admitted to the USE in the current year in the relevant general education subject:

graduates of the current year who received an unsatisfactory result in the Russian language or mathematics at the state (final) certification in the form of the Unified State Exam;

those who did not take the exam for valid reasons (illness or other circumstances confirmed by documents);

who did not complete the examination work for valid reasons (illness or other circumstances confirmed by documents);

the results of the USE were canceled by the SEC (FEC) when the disputed commission satisfied the USE participant's appeal about the violation of the established procedure for the USE.

If, in the cases established by this Procedure, the USE participant was removed from the exam, then the decision on the possibility of admitting him to re-taking the USE in the relevant general education subject is taken by the SEC (FEC) based on the results of checking the fact of his removal from the exam.

V. Conducting the exam

29. Examination materials are delivered to the constituent entities of the Russian Federation in accordance with the uniform schedule of examinations, but not earlier than three days before the exam.

Delivery of examination materials to foreign educational institutions and to remote and remote areas of the constituent entities of the Russian Federation is carried out no earlier than forty-five days before the start of the examinations. CMMs are delivered to foreign educational institutions and to hard-to-reach and remote areas of the constituent entities of the Russian Federation on electronic carriers in encrypted form. The delivery schedule of examination materials is agreed upon by the founders and executive authorities of the constituent entities of the Russian Federation with the authorized organization no later than March 1.

The storage of examination materials until the day of the examination is provided by the executive authority of the constituent entity of the Russian Federation, the founder.

The storage of examination materials before the start of the exam in the PPE is provided by the head of the PPE.

The storage of examination materials should exclude the possibility of admission to them by unauthorized persons and the dissemination of restricted information contained in the CMM.

Opening of examination materials before the start of the exam is prohibited.

30. The Unified State Exam is carried out in the PPE, the locations of which are approved by the executive authority of the constituent entity of the Russian Federation, the founder in agreement with the SEC (FEC).

The number and locations of the PPE are determined on the basis that at least 15 USE participants must be present in the PPE. In the absence of the possibility of organizing the PPE in accordance with the specified requirement, additional control measures are provided for compliance with the established procedure for the USE.

PPEs are located in buildings in which educational institutions are located, or in other buildings that meet the requirements established by clauses 32-34 of this Procedure.

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation, the founders, in agreement with the State Electoral Commission (FEC), make a decision to postpone the USE examination to another PPE or to another day provided for by a single exam schedule.

31. The number, total area and condition of the premises provided for the Unified State Exam (hereinafter referred to as the classroom) must ensure that examinations are carried out in conditions that meet the requirements of sanitary and epidemiological rules and standards "Sanitary and Epidemiological Requirements for the Conditions and Organization of Education in Educational Institutions. 2.4.2.2821-10 ", approved by the resolution of the Chief State Sanitary Doctor of the Russian Federation of December 29, 2010 N 189 (registered by the Ministry of Justice of the Russian Federation on March 3, 2011, registration N 19993).

Classrooms should be appropriately isolated from areas not used for the examination.

At the time of the Unified State Exam in the classrooms, stands, posters and other materials with information and reference and educational information on the relevant general education subjects should be closed.

The audiences allocated for the USE in foreign languages ​​must be equipped with means of reproducing audio carriers.

The number of audiences is determined on the basis that no more than 15 USE participants should be present in each audience. A separate workplace must be allocated for each participant in the exam.

32. For USE participants with disabilities, the PPE should be equipped taking into account their individual characteristics. The material and technical conditions of the exam should ensure the possibility of unimpeded access for USE participants with disabilities to the classroom, toilet and other premises, as well as their stay in the specified premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the ground floor; availability of special chairs and other devices).

During the exam, there are assistants who provide the USE participants with disabilities with the necessary technical assistance, taking into account their individual characteristics, helping the USE participants with disabilities to take a workplace, move around, and read the assignment.

Participants of the exam with disabilities, taking into account their individual characteristics, can use the technical means they need in the process of passing the exam.

For deaf and hard of hearing participants of the exam, auditoriums for the exam must be equipped with sound-amplifying equipment for both collective and individual use.

For blind USE participants, the EGE should provide for a sufficient number of special accessories for filling out the answers in bold-dot Braille in a specially provided notebook.

For visually impaired USE participants, the PPE should provide for the possibility of increasing (copying in an enlarged size) the USE forms; in classrooms for examinations, there should be magnifying devices and individual uniform lighting of at least 300 lux.

During the exam for USE participants with disabilities, meals and breaks can be organized in the classrooms to carry out the necessary medical and preventive procedures.

Meals and breaks for carrying out the necessary medical and preventive procedures in classrooms during the exam can also be organized for USE participants who studied at home for health reasons, in health educational institutions of a sanatorium type for children in need of long-term treatment, who were in medical and preventive institutions more than four months preceding the USE.

33. In the PPE, a room should be allocated for the head of the PPE, equipped with a telephone connection, a printer and a personal computer with the necessary software for the automated distribution of USE participants and organizers to audiences for the exam (if such distribution is made in the PPE). Premises for the heads of the PPE, organized in hard-to-reach and remote areas and foreign educational institutions, are also provided with a scanner and specialized software for decoding, replicating CMMs and scanning the answer forms of the USE participants.

The PPE provides premises for persons accompanying USE participants, representatives of the media, public observers and other persons who have the right to be present at the PPE on the day of the exam. These areas should be appropriately isolated from the auditoriums for the examination.

34. On the day of the exam, the head and organizers of the PPE, an authorized representative of the SEC (FEC), the head of the organization on the basis of which the PPE is organized, or a person authorized by him, law enforcement officers, medical workers, as well as assistants who provide necessary technical assistance for USE participants with disabilities, taking into account their individual characteristics, including directly during the exam.

The leaders and organizers of the PPE are appointed by the executive authority of the constituent entity of the Russian Federation in agreement with the State Electricity Commission. Persons who have undergone appropriate training are involved as organizers in the PPE. When conducting the Unified State Exam in a relevant general education subject, the organizers should not include specialists in this general education subject. It is not allowed to involve as organizers in the PPE employees of educational institutions who are teachers of the participants of the USE-graduates of the current year who pass the exam in this PPE (with the exception of PPEs organized in hard-to-reach and remote areas, in foreign educational institutions, as well as in educational institutions of criminal executive system).

On the day of the exam, representatives of the media, public observers accredited in accordance with the established procedure, as well as officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, carrying out on-site verification of compliance with the established procedure, may also be present at the EET. conducting the exam. Representatives of the media can be present in the classrooms for the exam only until the USE participants start filling out the USE forms. There should not be more than 1 public observer for 15 USE participants.

The admission of these persons to the PPE is carried out only if they have documents proving their identity and confirming their powers. The admission of USE participants to the PPE is carried out if they have documents proving their identity, and their presence in the distribution lists approved by the executive authority of the constituent entity of the Russian Federation in this PPE.

If, for objective reasons, a USE participant - a graduate of the current year - does not have an identity document, the admission of such a USE participant to the PPE can be made after a written confirmation of his identity by a representative of the educational institution in which he was admitted to the state (final) certification.

35. Examination materials are delivered to the PPE by authorized representatives of the SEC on the day of the exam in the relevant general education subject.

36. Before the start of the exam, the head of the PPE organizes the automated distribution of the USE participants and organizers by audiences.

By decision of the executive authority of the constituent entity of the Russian Federation, the automated distribution of USE participants and organizers to audiences can be carried out by the RCIO. In this case, the lists of distribution of USE participants and organizers by audiences are transferred to the PPE along with the examination materials.

Lists of the distribution of USE participants by audiences are handed over to the organizers, and are also posted on the information stand at the entrance to the PPE and at each auditorium in which the exam will take place. The organizers assist the USE participants in placing them in the classrooms where the exam will take place.

Organizers are assigned to audiences based on the assumption that each audience should have two organizers.

During the exam, some of the organizers are on the floors of the EGE and help the USE participants navigate the premises of the EGE, as well as monitor the movement of persons who are not involved in the exam.

In the PPE, organized in hard-to-reach and remote areas and foreign educational institutions, before the start of the exam (no earlier than 2 hours), the head of the PPE, in the presence of an authorized SEC (FEC), organizes the decoding, replication on paper and packaging of the CMM.

37. Before the start of the exam, the organizers instruct the USE participants, including informing the USE participants about the procedure for conducting the exam, the rules for filling out the USE participants' forms, the duration of the exam, the procedure for filing appeals on the violation of the established procedure for the USE in a general education subject and disagreement with the points awarded, about cases of removal from the exam, as well as about the time and place of familiarization with the results of the exam.

In the event that a USE participant detects a marriage or incompleteness of examination materials, the organizers give him a new set of examination materials.

Upon completion of filling in the registration fields of the USE forms by all USE participants, the organizers announce the start of the exam and the time of its end, after which the USE participants can begin the examination work.

During the exam, USE participants must comply with the established procedure for the USE and follow the instructions of the organizers.

During the exam, USE participants are not entitled to communicate with each other, freely move around the classroom and PPE, and use reference materials.

It is forbidden to place in the PPE during the examinations, it is forbidden for participants in the exam and persons involved in its conduct, it is forbidden to have and use means of communication and electronic computers (including calculators), with the exception of cases established by the regulatory legal acts of the Russian Federation 9 ...

When establishing the fact of the presence and (or) use of communication facilities and electronic computers by the indicated persons during the USE or other violation of the established procedure for the USE, the authorized representatives of the SEC (FEC) remove the specified persons from the EGE and draw up an act of removal from the exam.

The act of removal from the exam on the same day is sent to the State Electoral Commission (FEC) to verify the fact of removal from the exam and to the RTSOI for accounting when processing the USE forms.

The exam is conducted in a calm and welcoming environment.

38. If the USE participant for objective reasons cannot complete the examination work, then he can leave the audience ahead of schedule.

In this case, the authorized representative of the SEC (FEC) draws up an act on the early completion of the exam for objective reasons, which on the same day is sent to the SEC (FEC) and the RTSOI for accounting when processing the USE forms.

39. When conducting the exam in foreign languages, the exam includes the "Listening" section, all tasks for which are recorded on a phonorecord.

The organizers set up the audio playback tool so that it can be heard by all USE participants. The participants of the Unified State Exam listen to the audio recording twice, after which the participants of the Unified State Exam can proceed to the examination work.

40. At the end of the exam, the organizers announce the end of the exam and collect examination materials from the participants of the exam. The collected examination materials are packed by the organizers in separate packages in the presence of the USE participants. On each package, the organizers mark the name, address and number of the PEP, the audience number, the name of the general education subject for which the exam was held, and the number of materials in the package.

Participants of the Unified State Exam, who have completed the examination work ahead of schedule, can pass it to the organizers and leave the PPE without waiting for the end of the exam.

At the end of the exam, an authorized representative of the SEC (FEC) draws up a report on the conduct of the Unified State Examination in the PPE, which is transmitted to the SEC (FEC).

41. Sealed packages with exam papers of the USE participants are delivered on the same day by authorized representatives of the SEC from the EGE to the RCOI (except for the EGE organized in hard-to-reach and remote areas and foreign educational institutions).

Unused examination materials and used KIM are sent to the executive authority of the constituent entity of the Russian Federation to ensure their storage until December 31 of the current year. Upon the expiration of the specified period, the listed materials are destroyed in the prescribed manner.

In the PPE, organized in hard-to-reach and remote areas and foreign educational institutions, immediately after the completion of the exam, the USE forms are scanned in the presence of an authorized SEC (FEC) and the head of the PPE. The scanned images of the USE forms are transferred to the RSCI for further processing. All used and unused examination materials are stored in the PPE until December 31 of the current year. After the expiration of the specified period, these materials are destroyed in the prescribed manner.

Vi. Checking the exam papers of the USE participants

42. Checking the exam papers of the USE participants includes:

processing of USE forms;

checking the answers of the USE participants to the tasks of the examination paper with a detailed answer;

centralized check of exam papers of USE participants.

43. The processing of the USE forms is carried out by the RCOI using special hardware and software.

44. RCOI carries out the processing of USE forms in all general education subjects. In this case, the processing of the USE forms in the Russian language and mathematics is completed by the RCOI no later than six calendar days after the corresponding exam (including checking the answers to the tasks of the examination work with a detailed answer by subject commissions); for other general education subjects - no later than four calendar days after the corresponding exam; for exams held in additional terms (in the cases provided for by this Procedure) - no later than three calendar days after the corresponding exam.

45. Processing of exam papers of USE participants includes:

scanning of USE forms;

recognition of information entered in the USE forms;

reconciliation of the recognized information with the original information entered in the USE forms;

provision of subject commissions with impersonal copies of the forms with the answers of the USE participants to the tasks of the examination work with a detailed answer, as well as the forms of the protocols for checking the examination papers of the USE participants;

scanning, recognition and verification of the recognized information with the original information entered in the protocols for checking the examination papers of the USE participants.

46. ​​The examination papers of the USE participants, which have been processed, are stored in the RCOI in a room that excludes access to them by unauthorized persons and allows ensuring the safety of these materials, until December 31 of the current year and after the specified period is destroyed in the prescribed manner.

47. Verification of answers to tasks of examination papers with a detailed answer is carried out by subject commissions.

48. As part of the examination of the examination papers of the USE participants, subject commissions:

accept for consideration impersonal copies of the USE forms, on which the responses of the USE participants to the tasks of the examination work with a detailed answer are drawn up;

check the answers of the USE participants to the tasks of the examination work with a detailed answer and assessment.

49. The answers of the USE participants to the tasks of the examination work with a detailed answer are checked by two members of the subject commission (hereinafter - experts).

50. Based on the results of the check, experts independently set points for each answer to the tasks of the examination paper with a detailed answer. The results of each assessment are entered into the protocol for checking the detailed answers of the USE participants by subject commissions, which, after filling out, are transferred to the RCOI for further processing.

51. In case of discrepancy in the points given by two experts, a check by the third expert is appointed.

52. The third expert is appointed by the chairman of the subject commission from among the members of the subject commission who have not previously checked this examination paper.

53. The third expert checks and gives points only for those answers to tasks in which a discrepancy in the points of the two experts was found. The third expert is provided with information about the points given by the experts who previously checked the exam paper of the USE participant. The scores of the third expert are final.

54. The distribution of work between members of subject commissions, the determination of the final scores for the responses of the USE participants to the tasks of the examination work with a detailed answer, as well as the determination of the need for verification by a third expert are carried out automatically, using specialized hardware and software of the RTSOI.

55. In order to increase the objectivity of checking the exam papers of the USE participants, by the agreed decision of the State Electoral Commission of the constituent entities of the Russian Federation, it is possible to organize the exchange of exam papers by the Unified State Exam participants between the constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

Organizational and technological support for interregional cross-checking of exam papers of USE participants (including the transfer of impersonal copies of the forms on which the responses of USE participants to the tasks of exam work with a detailed answer are drawn up) are carried out by the RCOI of the corresponding constituent entities of the Russian Federation with the assistance of an authorized organization.

56. Immediately after the completion of the processing and verification of the exam papers of the USE participants, the RCOI sends to the authorized organization the results of processing the USE forms, as well as the results of checking the responses of the USE participants to the tasks of the exam paper with a detailed answer.

57. After receiving the results of processing the USE forms, as well as the results of checking the answers of the USE participants to the examination paper tasks with a detailed answer from all constituent entities of the Russian Federation, the authorized organization ensures the centralized verification of the exam papers of the USE participants.

58. Centralized verification includes:

reconciliation of the answers of the USE participants to the tasks of the examination work with a choice of answer and with a short answer with the correct answers to these tasks;

determination of the primary USE scores (the sum of points for correctly completed exam assignments) for each USE participant based on the results of reconciliation of USE participants' answers to exam assignments with a choice of answers and with a short answer with correct answers and the results of checking the responses of USE participants to exam assignments with a detailed answer;

transfer of primary USE scores to a hundred-point grading system.

59. The centralized check is completed no later than five working days after the receipt of the results of processing the USE forms, as well as the results of checking the answers of the USE participants to the tasks of the exam paper with a detailed answer from all constituent entities of the Russian Federation. Upon completion of the centralized examination of the examination papers of the USE participants, the authorized organization ensures the transfer of the USE results to the RCOI.

Vii. Approval and cancellation of USE results

60. The SEC (FEC) at its meeting considers the results of the USE in each general education subject and makes a decision on their approval or cancellation in the cases provided for by this Procedure. The approval of the USE results is carried out within one working day from the moment the results of the centralized examination of the exam papers of the USE participants are received.

61. If the conflict commission satisfied the appeal of the USE participant on violation of the established procedure for the USE, the SEC (FEC) decides to cancel the USE result of this participant in the relevant general education subject, as well as to admit him to the USE in additional terms provided for by a single schedule exams.

If there are facts of violation by the USE participant of the established procedure for the USE, the SEC (FEC) decides to cancel the result of this USE participant in the relevant general education subject.

The decision to cancel the USE results in the cases provided for by this Procedure shall be made within two working days from the moment the conflict commission decides to satisfy the appeal on the violation of the established procedure for holding the USE or from the moment of documentary confirmation of the fact that the USE participant has violated the established procedure for holding the USE.

If, in the cases provided for by this Procedure, the examination papers of the USE participants were rechecked, then the SEC (FEC) decides on the need to revise the results of the USE participants based on the results of the recheck.

62. After approval, the USE results are transferred to educational institutions, as well as local governments and founders to familiarize USE participants with the USE results they received.

Acquaintance of the USE participants with the USE results obtained by them in a general education subject is carried out no later than three working days from the date of their approval by the SEC.

Acquaintance of USE participants can be carried out using information and communication technologies in accordance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

The SEC protocols on the approval of the USE results are sent to the executive authority of the constituent entity of the Russian Federation to organize the registration and issuance of certificates on the USE results.

VIII. Reception and consideration of appeals

63. In order to ensure the right to an objective assessment, the USE participants are given the right to submit a written appeal on violation of the established procedure for the USE in a general education subject and (or) on disagreement with the points given to the conflict commission.

64. The Conflict Commission does not consider appeals on the content and structure of KIM in general subjects, as well as on issues related to the violation by the USE participant of the established requirements for the performance of examination work.

65. The procedure, timing and place for receiving appeals are communicated to the USE participants, their parents (legal representatives), heads of educational institutions no later than 2 weeks before the start of the USE.

66. When considering an appeal, the verification of the facts stated in it cannot be carried out by persons who took part in the organization and (or) conduct of the corresponding exam, or who previously checked the examination work of the USE participant who filed the appeal.

67. In order to fulfill its functions, the conflict commission has the right to request from authorized persons and organizations the necessary documents and information, including the USE forms, information about the persons who attended the USE, on the observance of the USE procedure.

68. When considering an appeal, a USE participant and (or) his parents (legal representatives), as well as public observers, may be present.

The consideration of the appeal is carried out in a calm and friendly atmosphere.

69. The USE participant submits an appeal on violation of the established procedure for the USE in a general education subject on the day of the exam in the relevant general education subject to an authorized representative of the SEC without leaving the EGE.

70. In order to verify the information on the violation of the established procedure for holding the Unified State Exam, a commission is created by an authorized representative of the SEC in order to verify the information contained in the appeal and the verification is organized.

The composition of this commission may include the head of the PPE, organizers, public observers, medical workers and representatives of law enforcement agencies.

The results of the check are drawn up in the form of a conclusion of the commission. The appeal and the conclusion of the commission on the results of the check on the same day are transferred by the authorized representative of the SEC to the conflict commission.

71. When considering an appeal on violation of the established procedure for holding the exam, the conflict commission considers the appeal and the conclusion of the commission on the results of the audit and makes one of the decisions:

on rejection of the appeal;

on the satisfaction of the appeal.

If the appeal is satisfied, the result of the USE, according to the procedure of which the USE participant filed an appeal, is canceled and the USE participant is given the opportunity to take the USE in this general subject on a different day, provided for by the unified exam schedule.

72. An appeal on disagreement with the given points can be filed within two working days from the date of the announcement of the results of the Unified State Examination in the relevant general education subject.

Graduates of the current year can file an appeal on disagreement with the points awarded to the educational institution in which they were admitted in accordance with the established procedure to the state (final) certification, other USE participants - to the PPE.

Participants of the exam must be informed in advance about the time and place of consideration of appeals.

73. The head of the PPE or educational institution, who has accepted the appeal, must immediately transfer it to the conflict commission.

74. The USE participant who filed an appeal is given the opportunity to make sure that his examination work has been checked and evaluated in accordance with the established requirements.

When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the exam paper and CMM of the USE participant who filed the appeal to the RSCI, which are then presented to the USE participant.

The USE participant must confirm that he has been presented with images of the examination work performed by him.

75. In the event of controversial questions regarding the assessment of assignments with a detailed answer, the conflict commission establishes the correctness of the assessment of the exam work of the USE participant. In this case, members of the subject commission on the relevant general education subject may be involved in the consideration of the appeal.

When considering appeals about disagreement with the points awarded in a general education subject, the conflict commission has the right to contact an authorized organization with a request for additional clarifications on the content of the exam papers of the USE participant.

76. Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set, or to satisfy the appeal and give other points.

In the event of errors in the processing and (or) verification of the exam paper of the USE participant, the conflict commission transmits the relevant information to the RCOI for transfer to an authorized organization in order to recalculate the USE results.

The authorized organization submits the revised USE results to the RSCI, which submits them for further approval by the SEC.

77. The Conflict Commission (Federal Conflict Commission) considers an appeal on violation of the established procedure for holding the Unified State Exam no more than two working days, and an appeal on disagreement with the points set - no more than four working days from the date of its submission by the Unified State Exam participant. Information on the results of the consideration of the appeal by the conflict commission (federal conflict commission) is transferred to the authorized organization within two calendar days from the date of the decision by the conflict commission (federal conflict commission).

63. 3. To establish that clauses 47 and the Procedure for conducting state final certification for educational programs of secondary general education come into force on September 1, 2014.

It has been established how the state final certification (GIA) for educational programs of secondary general education is carried out.

The following forms of GIA are distinguished.

The first is the Unified State Exam. Graduates are required to pass mathematics and Russian. Other subjects are chosen at the discretion of the student. The second form is the state final exam. It is carried out in special educational institutions of a closed type, in institutions executing punishment in the form of imprisonment, as well as for persons with disabilities (including those with disabilities). At the same time, at the request of the examinees, the Unified State Exam can be conducted in certain subjects. For students who have chosen an exam in their native language and (or) native literature, the form of the exam is determined by the executive authorities of the regions.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, do not pass the SIA in the relevant subject.

The choice of disciplines that the student will take must be decided before March 1 (a corresponding application is submitted). Then items can only be changed for a good reason.

Particular attention is paid to the procedure for holding the exam.

The exam is held according to a single schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For graduates of previous years, the exam can be carried out ahead of schedule. At least 2 days must pass between compulsory exams and others.

During the exam, no more than 25 people are in the classrooms. Rooms not used for examinations are locked and sealed. The auditoriums are equipped with video surveillance equipment. The exam record is kept for at least 3 months.

On the desktop, in addition to examination materials, for example, there is a pen, a passport, medicines and food (if necessary), a form for sending comments to the GEC about violations of the GIA procedure.

It has been established how the USE results are approved, as well as how the appeal is filed.

Previous acts concerning the GIA are no longer valid.
