Now applicants need to decide on the direction of training, since crediting to the budget is made according to the final list of applicants only from among the persons who submitted the originals educational documents (certificate or diploma) and a statement of consent for enrollment.

As these documents become available, the situation in the rating lists will change.

Priority admission

This is the so-called priority enrollment stage when orders are issued for the admission to the university of applicants entering without entrance tests (winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, champions and prize-winners of the Olympic, Paralympic, Deaflympics, world or European champions, etc.), and those who has special rights within the ministerial quota (disabled children, disabled people of I and II groups, disabled since childhood, orphans and children left without parental care, war veterans).

The names of such applicants are already placed at the very beginning of the rating lists. The rest of the applicants are added to the list in descending order of the competitive score.

First wave of enrollment

After the enrollment of Olympiads, outstanding athletes and beneficiaries, the right to take budget places is received by all other applicants.

Starting from the top line of the list of applicants, the distribution of applicants to free budget places is carried out. If an applicant passes through a competition for several declared areas of training (specialties), then he will be recommended for admission to the direction (specialty) for which he submitted the original. The names of these applicants are highlighted in the list in green.

According to the rules of admission in the first wave enrollment can be completed up to 80% budget places.

For example, if this year 32 budgetary places have been allocated for the Chemistry direction and on the day of priority admission the first 2 of them will be occupied, then applicants entering on a general basis will be able to count on only 30 places financed from the federal budget.

Thus, 25 applicants will be enrolled in the first wave. Another 5 places will remain for the second wave of enrollment.

Those wishing to be credited to the budget in the first wave must be in time until August 1(inclusive until 18:00) bring to the admissions office statement of consent for enrollment and original documents about education.

So, if by this time 25 applicants have submitted originals and consents to the chosen direction "Chemistry", all 25 will be enrolled. Second wave of enrollment

Applicants who were not enrolled in the first wave do not drop out of the competition and continue to fight for budget places up to until August 6- this is the last day of acceptance of consents and originals for second wave of enrollment when the last ones close 20% competitive places.

The second wave includes those applicants who have already submitted all the documents necessary for enrollment in the first wave, but not included in the number of 80% of those enrolled, and those who have just now decided on the direction.

The scheme of admission to the university is the same: budget places are distributed among applicants in descending order of the sum of their competitive points.


The Ministry of Education and Science in 2018 will continue to test new rules regarding the deadlines for admission to universities. Order of the Ministry of Education and Science No. 1147 was adopted back in 2016, on October 14. According to the text of the order, since 2017, new procedures for the admission of future bachelors, specialists and masters have been established. The order gives clear instructions to universities to post information on the dates of admission no later than October 1 of the new academic year. Stages of admission to universities in 2018. The timing

In accordance with the new rules, the deadlines for enrollment in 2018 and beyond will look like this:

By 01.06.2018, universities and institutions of secondary vocational education should announce on their websites or specially designated places in institutions:

Results of enrollment in the university in 2018

- July 27- the last day for the institution to publish the lists of applicants.

What is "Consent to Enrollment" in the new university admission procedure?

The most important change in the procedure for admission to universities since 2017 can be called the introduction of a new document called "Consent to Enrollment". It is submitted by the applicant to the admissions office of the educational institution no later than 2 days before the release of the order of the university on enrollment with the obligatory indication of only one specialty. At the same time, the applicant, as it was before, can apply for admission to 5 universities at once (no more) and indicate a maximum of 3 specialties in his application, it is important not to miss the deadline - no later than 2 days before the enrollment order is issued. Consent to enrollment is required for enrollment in any specialty, any educational program, it contains information regarding admission and admission. Those applicants who submit documents within the target enrollment quota must submit consent for admission immediately with an application for admission and the original document of education.

Terms and procedure for enrolling in a magistracy from 2018

For enrollment in a master's program, the starting date for accepting documents and the completion of entrance examinations are determined in accordance with the above rules, while the documents of the universities finish accepting not earlier than August 10.

2. Is it possible to enter a university without the USE?

You may not take the USE and apply according to the results of entrance exams, which the university conducts independently, if you belong to one of the following categories:

  • disabled people and disabled children;
  • Foreign citizens;
  • applicants applying on the basis of a diploma of secondary or higher professional education;
  • applicants who received a certificate The certificate must be received no earlier than a year before the deadline for admission of documents at the university. 3. When do you need to submit documents for admission?

Universities begin to accept documents for budgetary full-time and part-time studies of bachelor's and specialist's degrees no later than June 20. Acceptance of documents ends not earlier than:

  • July 7, if, upon admission to your chosen specialties or areas of training, the university conducts additional creative or professional tests;
  • July 10, if, upon admission to your chosen specialties or areas of training, the university conducts any other additional entrance tests;
  • July 26, if you are applying only on the basis of the USE results.

For all forms of paid education and for part-time budget education, universities determine the deadlines for accepting documents on their own. The deadlines for submission of documents can be found on the websites of universities.

At the same time, you can apply for admission to a bachelor's or specialty degree in five universities. In each of them, you can choose up to three specialties or areas of study.

4. What documents are required for admission?

Upon admission to the university, you will need to fill out an application for admission. As a rule, it can be downloaded from the university website. The application must be accompanied by:

  • passport or other document proving the identity and citizenship of the applicant;
  • document on previous education received: school leaving certificate, diploma of primary, secondary or higher professional education;
  • information about the results of the exam, if you took it;
  • 2 photos if you will pass additional entrance tests upon admission;
  • certificate of registration or military ID (if any);

5. What does it take to enter the budget?

A competition is held among the applicants who have applied for admission. 6. Who can apply without exams?

Without entrance exams, the university can enter:

In addition, in order to take advantage of the privilege, the winner or prize-winner of the Olympiad from the list of the Ministry of Education and Science must score a certain number of points on the exam in a specialized subject, which the university also sets independently, but not less than 75.

7. What is targeted learning?

Some universities conduct admission for targeted training in specialties included in the list determined by the Government of the Russian Federation.

An applicant who enters within the target quota is sent to study by the region of the Russian Federation, a state body or a company with which the university has an agreement on admitting applicants to targeted training. You can clarify whether such agreements have been concluded at the university of your choice at the selection committee. Applicants applying for the target quota do not participate in the general competition.

When applying for admission to targeted training, in addition to the basic documents, you will need to provide a copy of the targeted training agreement certified by the customer, or submit the original later. Sometimes information about the agreement concluded with you comes to the educational institution directly from the organization that orders the training.

Information about applicants within the target quota is not included in the general list of applications for admission, is not posted on official websites and information stands in the interests of state security.

8. What other benefits are there when entering a university?

Most of the admission benefits can be divided into 4 groups:

    9. How is the enrollment going?

    Until July 27, inclusively, on its official website, the university publishes lists of applicants entering the bachelor's or specialty degree in the budgetary department of full-time or part-time education and who have passed the minimum score threshold.

    The lists are ranked by the number of points, that is, higher positions are taken by applicants who have a higher cumulative number of points for the exam, additional entrance examinations and individual achievements. The sum of points is considered without taking into account individual achievements, then a specialized subject and then in descending order of priority. If two applicants have the same list, priority is given to the one who has the preemptive right.

    After that, enrollment begins. It takes place in several stages:

    • priority enrollment stage - applicants who enter without exams are enrolled within a special or targeted quota. These applicants must, by July 28, submit to the university where they decided to enroll and where they passed the exams, the original document of prior education and a statement of consent to enrollment. The enrollment order is issued on July 29;
    • Stage I of admission - at this stage, the university can fill up to 80% of budget places remaining free after priority admission in each specialty or direction. Applicants are admitted in accordance with the position they occupy in the list of applicants - the first to be enrolled are those who occupy a higher position. At this stage, the original document of prior education and an application for enrollment must be submitted no later than August 1. The enrollment order is issued on 3 August;
    • Stage II of admission - the university fills the remaining budget places. Applicants who will be enrolled at this stage must submit an original document of prior education and a statement of consent to enroll no later than August 6th. The order is issued on 8 August.

    The university determines the terms of admission to the paid department and part-time form of study independently.

    This year's admissions campaign started two weeks ago, but the applicants are still asking questions. What is the best way to deal with the originals of the certificates? Do they affect the priority of admission? Should we be afraid that all the budget places will be occupied by the Olympiads? Who are the “invited applicants”? These and many other questions are repeatedly encountered at the selection committee. The Vice-Rector of the Higher School of Economics answered the questions of greatest concern to applicants.

    This year, the role of originals of documents has significantly increased when applying to universities. How to properly dispose of originals in order to increase your chances of being admitted to HSE?

    The innovation of this year is that now the enrollment will take place in two stages. I'll demonstrate it with a simple example. Let's take an educational program, where the number of budget-funded places at the Higher School of Economics is 160 people. First, all applicants submit documents before July 24. There is a category of applicants that enters without entrance tests, for example,. If they want to take advantage of their privilege, it is important that they bring the original of their certificate by July 29th. Another category of applicants, whose originals must also go to us before July 29, is a social benefit, that is, children without parental care, and so on. The same applies to target people applying for a target recruitment quota. All these three categories must submit the originals of the documents by July 29, and on July 30 we will carry out their enrollment.

    - If the beneficiaries bring the originals after July 29, will they be credited on a general basis?

    Yes, in this case they will already lose the benefit.

    We took as an example the "Economics" program, where there are 160 state-funded places. Suppose that 50 Olympiad students, 5 orphans and 5 more target students wanted to come to us for this program. That is, out of 160 budgetary places, 60 places have already been taken (provided that all of them brought the originals of documents by July 29). This means that we have 100 places left for a free competition based on the results of entrance examinations. For these 100 places, admission takes place in two stages. On the first - 80% of the places put up for the competition are filled. In our example, 80 people should be enrolled in the first stage.

    - That is, these are only those who brought the originals of documents, and they have the highest scores?

    That's right, those who want to get into the first wave must bring the originals of the documents before August 3. We have one ranked list of applicants by the number of points scored, but some of them have original documents, and some do not. Those who do not have originals, we simply do not count in this 80%, which will be credited at the first stage.

    - They are not taken into account, even if they have more points than those who bring the originals before August 3?

    Yes, we only count those who have originals. If the second has more points than the fourth, but he did not bring the original documents, he will not get into the first wave. And here the first emphasis should be made. If you are determined to apply for this program, then you need to bring the original documents before August 3. On August 4, 80 applicants with the highest total of competitive points will be enrolled, but only from among those who submitted the originals of the certificates.

    - What happens in the second wave, in which the significance of the originals is just as great?

    Yes, a short period of time is allotted for the second wave. Those who, for some reason, did not get into the first wave, but want to get into the second, must bring the originals by August 6, so the places left after the first wave are filled.

    - And if those who brought the originals are less than 80%, in our example - less than 80 people?

    At the first stage, we fill 80% of the seats, at the second stage we get 20%. But this is provided that those who were enrolled in the first stage, for some reason, did not take their documents. If they took it, or the original number of submitted originals was less than 80, let's say 75, then the number of competition places in the second stage increases by this delta - that is, in our case, the places in the second stage will not be 20, but 25.

    - And if the number of applicants on the basis of benefits is greater than the number of budget places?

    This is the second most urgent question that worries many applicants. On July 30, the enrollment of persons with special rights upon admission is carried out - these are Olympiads who enter without entrance examinations; applicants for social benefits and targeted admission. And, if social benefits are quoted and cannot exceed the announced quota, then the number of Olympiads who can choose one or another program is impossible to predict. All olympiads whose originals of documents for July 29 will be in the selection committee (remember that they are enrolled before the start of the first wave), will be enrolled. Even if their number is equal to the number of budget places or exceeds them. At the same time, the university made a decision that the university adds 25% of the places from the initial admission target for a free competition - admission based on the results of the Unified State Exam. In other words, if there were 100 places on the program, and all of them are occupied by the Olympiads, then another 25 places are put up for the free competition.

    There is currently no requirement to publish featured lists. Therefore, the HSE has developed the appropriate enrollment regulations and we will publish the lists of those invited to enroll. We conduct annual surveys of applicants and make a predictive assessment, highlighting the green wave. This wave includes all those who, according to our estimates, will enter HSE if they provide the original of their certificates. Thus, the uncertainty is removed, the applicant will not have to rush between universities, not understanding their chances of admission. He will see that HSE is inviting him.

    - At what stage does the applicant know that he is invited to enroll?

    The list of invitees will be determined on July 30, when it becomes clear how many Olympiads and other preferential categories have already been enrolled. This does not override the 80% - 20% system. As I already said, at the first stage we enroll no more than 80%. But even if the “invited” applicant does not pass in the first wave, but he is on our list, he will be enrolled in the second stage.

    - How does the applicant know that he has received the status of "invited"?

    All "invitees" will be highlighted in the lists on the website of the admissions committee.

    What about those who were a little less fortunate and still did not have enough points to enter the first and second waves?

    There is no need to despair. We have a fair amount of paid seats and are large and flexible. Since July 1, contracts for paid seats are being concluded. Already now we have corridors of points, which correspond to a certain discount. Quite funny - we do not yet know the passing score for the program, but we already know how much discount an applicant with his number of points according to the USE results - he gets into the corridor of points that give him 25%, 50% or 70% discount.

    A student can hedge himself and apply for a paid place, and in case of admission to a budget place, pick them up?

    Yes. If for some reason the applicant is worried that his points will not be enough for admission to the budget, you can immediately apply for both the budget and the paid. And before summing up the results of admission to the budget, be sure that you entered the university. In this case, the applicant concludes an agreement on paid education, pays for it. If this applicant eventually goes to the budget, then the contract is terminated, the money is returned in full.

    - Have there been such cases in previous years?

    Last year, about 100 people who signed and paid for the contract ended up in the budget.

    What is also important - to all those applicants who fall under certain discounts - we guarantee that they will be accepted regardless of the availability of vacant paid places. The point is that admission numbers have been announced for paid seats, as well as for budgetary ones. And if we, for example, recruited 50 students for 50 paid places, and then an applicant comes to us who has the opportunity to study with us at a discount, then we take him, because these are strong applicants with high USE results.

    And if he does not come after the conclusion of contracts with those 50, but together with them, then those who have less points will simply be cut off?

    Yes, that's right.

    - At the same time, you can take a special educational loan for studying at a paid department, right?

    Yes, those who understand that they will apply for a paid place should remember about the educational loan system. At the moment, this is a unique chance to take money from the state at a very low interest rate and start giving it away after you graduate from university, get an education and go to work.
