An important goal of creating the project was to concentrate the scientific, production, investment, financial and human resources potential of the entire country to significantly increase the level of the national economy and the country’s competitiveness.

Employee benefits

The High Technology Park in Belarus is the only organization of its kind in the republic that has the right to provide tax benefits on an ongoing basis. All residents of the Park are exempt from corporate taxes. This also includes value added tax and income tax. The fixed rate of individual income tax for all employees and residents of the Hi-Tech Park is 9%. Additionally, total annual income is not included. Residents have a special right to pay compulsory insurance premiums in a smaller amount.

Regulation of activities

In order for the High Technology Park in Minsk to provide all the conditions that would facilitate the influx of foreign investment, the opening of foreign representative offices, production facilities, and development centers, in the summer of 2017, specialists developed a draft Decree that will regulate the activities of this economic zone. The idea of ​​​​creating a revolutionary Decree belongs to Vsevolod Yanchevsky, who, as we already know, is the director of the HTP administration. Since 2013, this person has been responsible for the implementation of the main provisions of state policy in the field of high technology and informatization. Possible prospects for the development of the Decree were checked and voiced by Vsevolod and Viktor Prokopenya themselves in the spring of 2017 at a meeting with the Head of State. A whole group consisting of the best professionals in the country was involved in the creation of this project in close cooperation with government agencies. The task and goal setter was the administration of the Hi-Tech Park, which tried to reflect the general opinion of the entire industry.

Decree

The provision of this Decree allows HTP residents to cooperate with investment funds, foreign and product companies that monetize IT products through the use of paid subscriptions and advertising. According to Vsevolod’s personal decision, the Decree places special emphasis on issues of regulation and development of cryptocurrency and blockchain at the state level. Comprehensive legal regulation, supported by state power, will allow company employees to provide services of crypto exchangers, crypto exchanges, attract additional financing, use tokens and cryptocurrencies not only in local but also international circulation.

In the future, this will make it possible to create legal and profitable crypto mining centers in Belarus, which will greatly contribute to reducing the cost of local electricity and the commissioning of nuclear power plants. It should be noted that the National Bank officially agreed to the use and even created an entire information network that would help solve a wide range of banking and non-banking problems. The practical use of this network in the banking system in Belarus is manifested in the fact that it is now possible to transmit information about a bank guarantee. According to the Decree, the institutions of English law will be introduced, which will create the basic legal framework for the technology of unmanned vehicles to come to the country. This will also make it possible to remove possible restrictions that are currently imposed on residents of the Hi-Tech Park in the field of capital movement. Moreover, this will stimulate a breakthrough in IT education and create the necessary preconditions for its development, and, importantly, will increase the growth of tax revenues to the country’s budget.

Field of activity

In the modern world, IT specialists are in great demand. However, a professional must master many skills. Thus, the high competitiveness of the Hi-Tech Park is ensured by the fact that real specialists work here. They take part in projects of varying complexity, ranging from simple analysis, selection of solutions, consulting, to the development of huge complex systems. As we already know, the supervisory board of the High Technology Park consists of V. Tsepkalo and M. Myasnikovich. It was they who, in 2005, put forward the idea of ​​​​creating a Belarusian analogue of Silicon Valley. In 2012, a Belarusian-Indian training center was opened, the main activity of which was the training of specialists in the field of IT technology. In the winter of 2013, the HTP educational center began operating. In the fall of 2014, the Supervisory Council issued Decree No. 4, which was signed by Alexander Lukashenko. The form of study is evening.
I will say right away that the training is not worth the money spent. Completing the courses does not guarantee getting a job or successfully passing interviews in IT companies.
It is extremely difficult for a working person to complete the course program. The result of training is sleepless nights, stress, and a lot of independent work on studying theoretical material.
It is extremely difficult to meet homework deadlines. Because every day you receive homework, and the due date is the beginning of the next one. Those. on Monday evening (classes run from 19.00 to 22.00) you receive an assignment, and by Wednesday (until 19.00) you must submit it. There is one day left to complete it - Tuesday. And if a person works and comes home by 19.00, then he actually has the night from Tuesday to Wednesday to complete it. There is no need to talk about the quality of night performance.
I admit that the course can be mastered by a non-working person with a free work schedule and the opportunity to spend free time studying theory and practice.
The center cites the widest course program in the republic as its advantages. Yes, the course program is broad. But is there time to study it and master it well? If you rely on quality, the course will last not two months, but all four. Established deadlines for completing homework lead to the fact that they are completed “unattached”, since you simply do not fit into the deadlines, homework will accumulate.
I took many courses, including learning foreign languages. In no other center have I encountered anything similar, where the learning process was organized in a similar way. It looks like this from the outside. The material is given superficially, since it takes more time to present it well, and then the student masters it by doing homework and independently studying the theory and websites.
At the time of enrollment in the course, the training center website indicated a requirement for knowledge of a foreign language of at least A2. In fact (and now!! this information has been corrected on the site) no lower than B1. Since tests and homework are completed in English. At level A2, a lot of time is spent translating a task into Russian, then from Russian into English. And the level of translation affects both the quality of the presentation and the execution time.
There is no review of homework completed and tests taken in class. Those. if you completed them with errors, no one will show you how it should be, how it should be, how it should be, how desirable, you will continue to “stew” in your own mistakes, ultimately, never knowing how to do it.
I was very impressed with the homework assignments and instructions for completing them. One step is indicated (scheduled), and then two are forgiven. This is so that the student can use his brain, think, independently study the material, and Google. The idea is wonderful in itself. But with no experience in this field and no time to complete it (one night doesn’t count), how this is possible remains a mystery to me.
Conclusion: I do not recommend the courses. There are many questions about the program and the learning process. Intensive study does not lead to deep learning but gives a superficial understanding which is impossible to clear the interview. I recommend looking for a teacher based on reviews who is interested in giving and teaching. And do not get attached to the place of study and the “breadth” of the program. Less is more.
